Overall organisational performance

A significant example of our work on overall organisational performance is the fundamental review we undertook of the Health & Safety Executive. The project was a wide-ranging strategic and business process review covering issues such as performance, delivery, efficiency and strategy and included support with change management. It was also one of the zero based reviews of the 2007 Comprehensive Spending Review.

The objective of the review was to 'improve HSE's ability to deliver its mission including meeting its targets and ensuring its resources are used to best effect. Based on our advice about how to maximise the benefits of the review, it was split into two phases. In Phase 1 Ville & Company undertook an independent assessment of the issues facing HSE and presented the findings back to the Board. In Phase 2 five Board sub-groups were set up charged with the development of draft proposals and costed action plans to address the issues identified in Phase 1. Ville & Company provided facilitation, support and challenge to the five sub-groups working on the generation of the draft action plans.

The fundamental review focused on five areas:
  • Delivery (PSA and Non-PSA)
  • Working with others
  • Procurement/Make or Buy
  • Freeing up time
  • Making best use of science

The Fundamental review developed a number of proposals for improvement in respect of HSE's strategy, operations and management of HSE's performance which have now been taken forward.
