Securing Delivery

An important example of our work on delivery is the project we undertook for the Office of Government Commerce (OGC) on realising the benefits of Procurement Capability Reviews (PCRs). OGC has recently commenced a programme of Procurement in government departments and they sought our advice on how best to ensure that the programme realised lasting improvements.


Our review examined four main areas:

  • The intended benefits of PCRs;
  • The post review role of departments;
  • The role of OGC; and
  • Opportunities for collaboration by the centre of government.

The investigation comprised structured reviews with key stakeholders and review of key documentation and data including the review model and standards framework, improvement plans and capability metrics.

Our report to OGC made a number of recommendations covering the following areas:

  • Improvements to the review model and approach;
  • How to provide support to departments with measuring and tracking improvement;
  • Developing an effective approach to improvement planning;
  • Effective governance arrangements in departments;
  • Developing a risk based engagement model for OGC;
  • Design of accountability mechanisms; and
  • Sharing of intelligence and expertise across the centre of government.

Our report has been very well received by OGC and as a result they have asked us for further advice on improvement planning, engagement plans, self assessment models and refining the PCR model.
